Resolved
At around 1530UTC our engineers identified an issue with our AWS cluster being unresponsive.

We were able to resolve this issue by restarting the back-end server at 1600UTC which is kept separate from our email reception system - at this time the only service that appears to be affected was access to the app, all emails queued will be automatically processed.
